This is a Mii that's been done quite a lot by various people, but anyway, here's my interpretation. I was going for the comic book version here, versus the movie or TV ones.

This kind of looks like the joker when he was in high school with red hair and braces. might look better with different hair and the eyebrows more skin colored.
I went with the red hair because it's closer to green than anything else, especially on the TV screen. Black doesn't work, nor does most anything else. As for the eyebrows, the Joker's skin is white, not skin colored.
