With a guy as batsh*t crazy as Gary Busey, it's easy to forget he's actually been Oscar-nominated. He was in quite a few films during hte 80s and 90s, including Lethal Weapon, Point Break, Predator 2, Under Siege, The Firm, and Drop Zone. He also had his own reality TV show a few years back called "I'm With Busey", where his lunacy was on full display.
The birthmark is used to give the illusion that his left eye is lower than his right, as it is on his misshapen real life face. It works a little better on the TV screen.
